ARTICLE XII
THE GUARDIANS REGIONAL FRATERNAL COMMISSION

Section 1 The Regional Fraternal Commission shall be the regional extension of authority of the Guardians Cabinet. It shall not have any Legislative functions but purely Executive authority in close coordination with the Guardians Cabinet


Section 2 It shall be the duty of the Regional Commission to see to it that Rules and Regulations as well as the national program of the GBI is fully implemented by the different City/Provincial Fraternal Commissions under its territory.

Section 3 The Regional Fraternal Commission through its Assistant Regional Founder of Judiciary will serve as the Grievance Body of the entire region settling disputes among and between members which are not settled by the lower bodies.


Section 4 The officers of the Regional Fraternal Commission shall be the following:

1. Regional Founder
2. Deputy Regional Founder for Administration
3. Deputy Regional Founder for Operation
4. Chief of Staff
5. Assistant Regional Founder, Committee on Appointment
6. Assistant Regional Founder, Committee on Election
7. Assistant Regional Founder, Committee on Justice
8. Assistant Regional Founder, Committee on Security
9. Assistant Regional Founder, Committee on Finance
10. Assistant Regional Founder, Committee on Audit
11. Assistant Regional Founder, Committee on Information
12. Assistant Regional Founder, Committee on membership and Promotions
13. Assistant Regional Founder, Committee on Allied Services
14. Assistant Regional Founder, Committee on External Coordination

Section 5 The Regional Fraternal Commission Officers will hold office for two( 2) years and allowed for re-election.


Section 6. Duties and functions of the Officers of the Regional Fraternal Commission:

A. Regional Founder:

1. The Regional Founder is the extension of authority of the Prime Minister and the Guardians Cabinet, as such he/she shall implement all rules governing the organization as mandated by the Prime Minister in his area of jurisdiction.
2. He/She shall exercise supervision and control over the various offices under the commission in his area of jurisdiction
3. Established appropriate policies in consonance with the national policies for efficient and effective operation of the commission.
4. Appoint officers and officials of the Commission except as otherwise provided by the Constitution and By-Laws, subject to the approval of the Prime Minister.
5. Delegate authority to exercise any substantive or administrative functions to the members of the Commission; and
6. Perform such other functions as may be provided by this Constitution and By-Laws or as directed by the Prime Minister

B. Deputy Regional Founder for Administration:

1. He/She shall assist the Regional Founder in the planning, implementing, monitoring, and evaluation of policies in so far as Administrative functions of the Commission is concerned.
2. Coordinate the preparation of plans and programs related to efficient office administration and development of human resources
3. Shall supervise the Assistant Regional Founders, Committee on Election, Audit, Budget, Finance, Membership and Promotions and Coordination, and
4. Perform all other functions as assigned to him from time to time.

C. Deputy Regional Founder for Operation

1. He/She shall assist the Regional Founder in the planning, implementing, monitoring and evaluation of policies pertaining to discipline, security, and accountability of all officers and members of the association.
2. Shall supervise the Assistant Regional Founders, Committee on Justice, Security, Information, and Allied Services, and
3. Shall perform all other functions as maybe assigned to him from time to time.

8. Regional Chief of Staff

1. Directs, supervises and coordinates the assignments of the Regional Officers and the staff;
2. Formulates and announces policies, in consonance with the national rules and orders to the entire region as approved by concerned regional officers;
3. Keeps the Regional Founder and other Regional Officers as well as the staff on matters affecting the regional operations;
4. Represents the Regional Founder when authorized;
5. Receives the Regional Founders instructions and ensure that they are implemented;
6. Maintain the master policy file;
7. Perform all other functions as maybe assigned to him from time to time.

9. Assistant Regional Founder, Committee on Election

1. He/She shall be responsible of the enforcement and administration of all regulations relative to the conduct of elections;
2. He/She shall have the authority to decide based on rules, all administrative questions affecting the elections and the appointment of election officials and members and members;
3. Perform other functions as maybe assigned to him from time to time.

10. Assistant Regional Founder, Committee on Justice

i. He shall deal with the administrative and disciplinary machinery of the Association;
ii. He shall have jurisdiction to review the decisions, orders and rulings of the Regional Committee on Elections;
iii. He shall supervise such inferior boards that may be established by the Association;
iv. He has jurisdiction to review, revise, reverse, modify or affirm an appeal, final decision of inferior boards in:
a. All cases in which the constitutionality or validity of any resolution, circular, regulation, decision or implementing orders is in question;
b. All cases in which the jurisdiction of any inferior board is in issue,
c. All Administrative cases in which the penalty imposed is expulsion from the Association; and
d. All cases in which an error or question of law by the Regional Founder;
v. He shall perform other duties as directed by the Regional Founder.

11. Assistant Regional Founder, Committee on Security

i. He shall have exclusive charge of the enforcement and administration of all regulation relative to the security of all officers and members of the Association;
ii. He shall conduct investigation and initiate the prosecution of all offenses in violation of this constitution and infractions of existing rules and regulations; and
iii. He shall perform other duties as directed by the Regional Founder.


12. Assistant Regional Founder, Committee on Budget and Finance
i. He/She shall take charge of all income, expenditures, deficits of the Association, the bookkeeping system, the exaction or effecting the payment of amounts due to the Association, the financial responsibility of the Officers and members of the Association;
ii. He/She shall be referred the general economy, accuracy, and correctness of expenses and their conformity to the Appropriation Act of the Association, the right assignment or distribution of the funds of same,, the necessity of effecting a reduction or increase of revenues, expenditures, allocation of funds, benefits, investments and the like, and in general, all questions which may have relation to budgetary policies and procedures.

13. Assistant Regional Founder, Committee on Audit
iii. He/She shall examine, audit, and settle all accounts pertaining to the revenues, receipt and expenditures of the Association, or any of its subdivisions, agencies, or instrumentalities with original charter and their subsidiaries;
iv. He/She may adopt measures necessary to correct the deficiencies of the audited agencies;
v. He/She shall keep the general accounts, vouchers an other important documents of the Association;
vi. He/She shall have exclusive authority to define the scope of its audit and examinations, establish the techniques and methods required therefore; and primarily its accounting and auditing rules and regulations, including those for the prevention and disallowance of irregular, unnecessary, excessive, extravagant or unconscionable expenditures, or uses of funds and properties;
vii. No policy, rule, regulation or resolution shall be passed exempting any entity of the Association or its subsidiary in any guise whatever, or any investment of funds, from the jurisdiction of the Tribunal on Audit.
viii. He/She shall submit to the Regional Founder an annual report covering the financial condition and operation of the Association, its subdivisions agencies, and instrumentalities subject to its audit, and
ix. He/She shall perform other duties as directed by the Regional Founder.

14. Assistant Regional Founder, Committee on Information

x. He/She shall be the Official spokesman of the Commission and responsible for the image building, screen all press and media releases and submit for approval to the Regional Founder any major policy in making reports to the media;
` He/She shall perform other duties as directed by
xi. the Regional Founder.

15. Assistant Regional Founder, Committee on Membership and Promotion

xii. He/She shall implement strict observance of procedures in recruiting of new members and promotions of the deserving members of the Association;
xiii. He/She shall receive request for the schedule or recruitment from the District/Municipal Chapter and Barangay Chapter thereby informing the Regional Founder of the scheduled recruitment of new members;

xiv. He/She shall supervise, manage the recruitment from the District/Municipal Chapter and Barangay Chapter level and thereafter make an Accomplishment Report on Final Acceptance of Tyros to the Regional Founder base on the report of the Assistant Cit/Provincial Founder, Committee on Membership and Promotion as reported through channel by the Assistant District/Municipal Founder, Committee on Membership and Promotion; and
xv. He/She shall perform other duties as directed by the Regional Founder.

16. Assistant Regional Founder, Committee on Allied Service

xvi. He/She shall be responsible in finding ways and means related to our respective communities in general
xvii. In coordination with the Assistant City/Provincial Founder, committee on Allied Services, Assistant District/Municipal founder, Committee on Allied Services may coordinate each other and shall make representation with the local government units and other government and non-government agencies related to peace and economic development programs of the GBI organization; and
xviii. Perform such other duties as the Regional Founder may direct.

17. Assistant Regional Founder, Committee on Coordination

xix. He/She shall represent and coordinate with the different units of the organic members of the GBI insofar as development programs and projects of the organization is concern;
xx. He/She shall carryout the instructions of the Regional Founder insofar as supply for uniform and other paraphernalia needed in various organize Chapter within their respective regions; and
xxi. Perform such other duties as the Regional Founder may direct.
